GM to recall 1.5 million vehicles for fire risk

General Motors Co. said it is recalling 1.5 million vehicles with heated washer-fluid systems following engine fires that occurred even after a 2008 fix on many of the same cars for similar problems.

The recalls, to begin by June 14, will affect 18 models of 2006-2009 Buicks, Cadillacs, Chevrolets, GMCs, Hummers and Saturns, the National Highway Traffic Safety Administration said on its Web site today.

In August 2008, GM recalled about 858,000 cars and trucks following reports of fires resulting from shorts in the system that heats windshield-washer fluid. Dealers installed a wire harness that contained a fuse.

However, the module's internal thermal-protection device, or solder cup, “did not function as designed,” GM said in a June 4 letter to NHTSA that was posted today.

No injuries

GM said it has learned of five fires, including several that occurred while the vehicle was unattended. The company is not aware of any injuries or crashes.

“While our analysis shows the number of incidents is very small compared with the number of vehicles on the road, we want our customers to have complete peace of mind,” said Jeff Boyer, GM's executive director of safety.

The models of cars, trucks and crossovers included in the recall are the 2006-09 Buick Lucerne, Cadillac DTS and Hummer H2; the 2015-09 Buick Enclave and Cadillac CTS; and the 2009 Chevrolet Traverse.

Also included are the 2007-09 Cadillac Escalade, Escalade ESV and EXT; Chevrolet Avalanche, Silverado, Suburban, and Tahoe; GMC Acadia, Sierra, Yukon and Yukon XL; and Saturn Outlook.

While 1.4 million of the vehicles to be recalled are in the United States, there are others in Canada, Mexico and other countries, GM said in a statement.

Once the heated-washer fluid system is removed, the vehicles will no longer have the winter convenience of warm fluid to clean the frozen windshield, GM spokesman Greg Martin said.

GM said it plans to pay $100 to vehicle owners as compensation for permanently disabling and removing the heated washer fluid system. If all 1.5 million vehicles recalled are brought in, GM would pay out roughly $150 million, plus the cost of the actual fixes. GM, in court documents, projected the cost of the first recall was between $20 million and $25 million.

The heat is off

The original units, called HotShot, were manufactured by a suburban Detroit supplier called Microheat Inc.

Microheat's technology gained praise. In 2006, the company was a finalist for an Automotive News PACE Award given annually for supplier product and process innovation. PACE stands for Premier Automotive Suppliers' Contribution to Excellence.

But after GM's problems with HotShot began to emerge in 2008, Microheat ceased production of the units and filed for Chapter 11 bankruptcy protection. Microheat's Web site is no longer active.

Recall on Ford F-150 Trucks !

Read this today on Yahoo and decided to help get the word to all those 2005 -2006 Ford Truck owners. Looks like Ford is recalling more than 655,000 Ford F-150 and Lincoln Mark LT pickup trucks to fix a hose that could affect the vehicles' braking power.

Ford says there have been 11 minor accidents and no injuries tied to the issue. Don't become a statistic ~

Ford spokesman Wes Sherwood says more than 600,000 of the trucks are in the United States and about 50,000 are in Canada. About 1,500 are in other countries around the world.

Dealers will replace the hose at no charge to consumers. Owners are expected to be notified in late June, and the recall is expected to begin in July.

For more information, owners can contact Ford at (800) 392-3673.

Toyota wonders whether owners are misreading acceleration

Toyota's chief quality officer for North America thinks that some of the automaker's recall troubles come from doing a poor job of teaching customers about its cars at the dealership.

Steve St. Angelo -- tapped in March to head the task of repairing Toyota's image in the United States for quality -- thinks some Toyota owners may misunderstand their car's performance features.

“We're realizing that we haven't done a good job of educating our customers about our cars,” St. Angelo said in a phone conversation with Automotive News. “We must do a better job of educating them about the features, especially if they have anything to do with unintended acceleration.”

He said Toyota's radar cruise control system automatically slows down the vehicle if another car comes too close. But after the distance is clear, the car automatically returns to its previous speed -- a feature that could be confused with unintended acceleration, St. Angelo said.

Involve retailers

He said improving customer education will require the involvement of Toyota's U.S. retailers.

St. Angelo, also executive vice president of Toyota Motor Engineering & Manufacturing North America, has assigned 200 engineers to travel the United States responding to problems associated with the automaker's safety recalls over unintended acceleration. Those problems resulted in the global recall of 8.5 million vehicles and have damaged Toyota's brand reputation.

Company officials have apologized for the safety problems but originally resisted recalling the vehicles.

St. Angelo said the teams so far have inspected 500 Toyota vehicles in the field that are thought to have related problems. He did not reveal the specific results of the inspections.

He said the task force will continue after the recall problems are resolved.

‘Other issues'

“Once we stabilize these problems, the teams will begin looking at other issues out in the field,” St. Angelo said, without specifying what they would be.

He also said his task force has obtained 150 readout tools for Toyota's event data recorder -- the so-called black box -- for use around the United States and has given 10 to the National Highway Traffic Safety Administration.

Toyota was publicly chided late last year when it revealed that, while many of its vehicles are equipped with event data recorders that could shine light on why the vehicles might accelerate unintentionally, the company kept only one readout tool in the United States. Readout tools for other automakers' vehicles could not be used on Toyotas.

Critics pointed to the absence of the readout tools as evidence that Toyota's U.S. safety issues were managed in Japan, where managers were unresponsive to U.S. consumer concerns.

St. Angelo said its 150 U.S. readout tools are now more than adequate to analyze vehicle data locally.

Dodge Caliber being probed for sticky pedal issue, U.S. says

Chrysler Group's 2007 Dodge Caliber cars are under federal investigation for unintended acceleration caused by a sticky pedal -- the same type of problem that led to a large Toyota recall this year.

The National Highway Traffic Safety Administration said it is investigating as many as 161,000 Calibers for an accelerator pedal that “can stick or bind and not return to the idle position when it is released.”

The safety agency has received five customer complaints but no reports of deaths, injuries or crashes.

Chrysler's own investigation has narrowed the population of suspect vehicles to 10,000 that were made during five weeks in March and April 2006, a company spokesman said.

Supplier issue?

The problem appears to be a mechanical one caused by parts made by CTS Corp., of Elkhart, Ind., Chrysler spokesman Nick Cappa said.

A NHTSA official said the automaker had been cooperative.

“The manufacturer is responsible for the performance of the car, and that's who we're investigating,” a NHTSA official said. “Chrysler has been cooperative.”

CTS also was blamed by Toyota Motor Corp. for its sticky gas pedals, which led to a January recall of 2.1 million vehicles.

The supplier denied the Toyota charge, noting that the automaker has recalled millions of other vehicles for unintended acceleration that were not equipped with CTS pedals.

CTS did not immediately respond today to a request for comment.

Electronic defects probed

In the wake of Toyota's worldwide recall of 9 million vehicles for unintended acceleration, NHTSA has been investigating the possible role played by electronic defects in triggering speed control problems across the auto industry.

Toyota's problems have been far more extensive -- and far more severe, with reports of dozens of deaths and injuries -- than the possible defects under investigation at Chrysler.

Chrysler said today that the sticky-pedal problem “is mechanical in nature and not a design or electronic issue.”

Cappa said Chrysler was able to narrow the problem population to 10,000 vehicles after being alerted to customer complaints by NHTSA on April 23 and then comparing complaints to warranty data.

On April 29, NHTSA opened a preliminary evaluation, the first stage of a formal investigation, the agency said on its Web site. This review can lead to an engineering analysis and, ultimately, a recall.

Four of the five complainants reported that they had found bushings -- bearings made of brass to allow the pedal to pivot -- on the driver's side floor, NHTSA said.

Without the bushings, the pedal arm “can become misaligned” and be prevented from returning to the idle position, the agency said.

Dodge vs. Toyota

The CTS pedals used in the Dodge Calibers are different from those used in the recalled Toyotas, a NHTSA official said.

Chrysler said that since 2003, the Caliber has been equipped with a brake override system that reduces power when both the brake and the gas pedal are depressed.

Most Toyota vehicles have not had a brake override system, which would be mandated under legislation to be discussed at a congressional committee hearing Thursday.

But some consumer complaints to NHTSA raise questions about the effectiveness of the Chrysler brake override system.

One complainant reported that while traveling at 65 mph, the Dodge Caliber accelerated suddenly to over 90 mph, a report on NHTSA's site said. Neither the brakes nor emergency brake could stop the car. It slowed only when the car was put in neutral, the driver said.

Another complainant said that while driving his Caliber at 15 mph, it “abnormally accelerated” to 75 mph. The driver reached over and lifted the pedal with his hand, he said.

One complainant expressed frustration with Chrysler's response to his reports and appealed to NHTSA to investigate.

“I am not getting any satisfaction from Chrysler; they continue to blow me off,” he said. “Please respond; no one else does.”

THE TOYOTA RECALL CRISIS - U.S. auto safety regulators to test Lexus SUV

U.S. regulators will run safety tests on a new Lexus SUV and take action if the Toyota Motor Corp. vehicle does not meet government standards, the top U.S. auto safety official said today.

The National Highway Traffic Safety Administration said it had received a preliminary report from Consumer Reports before the influential magazine issued a public warning on Tuesday calling the 2010 Lexus GX 460 a "safety risk" and warning against buying the vehicle.

"My compliance staff is going to take a look at several of these vehicles including the test vehicle that was used at Consumer Reports," NHTSA chief David Strickland told reporters on the sidelines of the SAE International 2010 World Congress in Detroit.

In the latest blow to Toyota's reputation, the automaker halted sales of its Lexus GX 460 luxury SUV in the United States on Tuesday after Consumer Reports said the electronic stability control system kicked in late on a sharp curve and gave the vehicle a "non-acceptable" rating.

Toyota has extended the sales suspension on the Lexus GX 460 to other global markets and said earlier today it would conduct safety tests on all of its SUVs. Strickland said NHTSA would use its electronic stability control testing framework to see if the Lexus SUV meets those standards.

Mounting criticism

The automaker has faced stiff criticism from U.S. lawmakers and safety advocates for its handling of massive recalls for defective accelerator pedals in January that prompted an unprecedented suspension of sales and production.

Safety regulators also have sought to impose a record $16.4 million fine against Toyota, accusing the automaker of delays in conducting the recall on sticky accelerator pedals. They are also considering other fines.

Strickland said NHTSA expected a response very soon from Toyota about the proposed fine. Toyota has until Monday to challenge that initial fine, the maximum allowed by U.S. law and the largest that the regulator has ever sought.

He said Toyota "took the proactive step" on the Lexus GX 460, a swift response he hopes other automakers will make.

'More responsive'

He said that since he became administrator in January, "Toyota has definitely been more responsive. The career staff has noted that there has been a change about their level of responsiveness."

NHTSA is looking at several rule changes industrywide to improve vehicle safety, including the possibility of making "black boxes" that can capture data on speed, braking and other details mandatory on all new vehicles.

Other potential changes might address start/stop push button controls, braking systems that take priority over the accelerator and creating a pedal that cannot be entrapped by floormats, all thought to be factors in recent crashes.

Toyota and GM recall 662,000 cars

This recall is for Vehicles with power windows only. Manual Windows are not effected. The problem is the bolts that hold the glass in place may loosen and cause the door glass to separate from the window regulator.

Toyota will recall 539,500 Corolla and Matrix vehicles for the 2003 and 2004 model years, and GM said it would recall 122,598 Pontiac Vibe hatchbacks, which share the same platform with Toyota's Matrix and are built by GM in a joint venture with the Japanese automaker.

Toyota will notify vehicle owners by mail, beginning in late April. It will advise owners to contact their local Toyota dealer for inspection and repairs.
Replacement of the driver and front passenger door glass bolts will be done at no charge, Toyota said.

Toyota executive Irv Miller urged automaker to ‘come clean'

WASHINGTON (Bloomberg) -- A Toyota Motor Corp. executive urged the Japanese automaker to “come clean” in January about mechanical failures in accelerator pedals for some vehicles, after other officials suggested a more cautious approach.

Irv Miller, then a vice president for communications at Toyota's U.S. sales unit, told other officials in an e-mail on Jan. 16 that “the time to hide on this one is over.” The world's largest automaker recalled 2.3 million vehicles in the United States for accelerator pedal flaws the following week.

“We are not protecting our customers by keeping this quiet,” Miller wrote in an e-mail to Toyota executives in the U.S. and Japan, obtained Wednesday.

Toyota faces a proposed fine of $16.4 million after the U.S. Department of Transportation said this week the company “knowingly hid a dangerous defect” that caused its vehicles to accelerate unexpectedly. The carmaker waited at least four months before it told U.S. regulators in January that gas pedals in its vehicles may stick, Transportation Secretary Ray LaHood said on April 5.

Miller, who retired from Toyota later in January, declined to comment when reached by phone Wednesday. His retirement was announced Dec. 16.

‘Poor job'

“While Toyota does not comment on internal company communications and cannot comment on Mr. Miller's e-mail, we have publicly acknowledged on several occasions that the company did a poor job of communicating during the period preceding our recent recalls,” Toyota's North American unit said Wednesday in a statement.

Toyota has recalled more than 8.5 million vehicles worldwide for flawed parts including accelerator pedals made by CTS Corp., based in Elkhart, Indiana, and floor mats that could jam and cause cars and trucks to accelerate unintentionally.

Miller and other communications staff discussed how the company should respond to a pending television report on unintended acceleration in Toyota vehicles.

Katsuhiko Koganei, a company communications official based in Torrance, Calif., had said in a message earlier that day that Toyota “should not mention” mechanical failures in gas pedals “because we have not clarified the real cause” and “the remedy for the matter has not been confirmed.”

Mike Michels, a spokesman for Toyota who was also mentioned in the e-mails, declined to elaborate on them. No one at the company advocated hiding or ignoring concerns about accelerator pedals, he said.

Toyota creates team for U.S. quality and recalls

Toyota's North America production and engineering company said today it has formed a Quality Task Force to help restore Toyota's quality reputation.

A key part of it: asserting U.S. consumer interests on future safety recall issues.

The U.S. group will be headed up by Steve St. Angelo, executive vice president of Toyota Motor Engineering & Manufacturing North America Inc. in Erlanger, Ky.

Dino Triantafyllos, vice president of quality in Erlanger, has been given the task of improving how Toyota manages product safety issues.

The move is part of Toyota Motor Corp. CEO Akio Toyoda's efforts to regroup in the wake of a massive global product recall and U.S. Congressional hearings into Toyota safety problems.

Toyota's handling of consumer concerns was a hot issue during government hearings on the recalls this month. Congressmen, as well as litigants now involved in several consumer lawsuits against Toyota, have claimed that Toyota knew of U.S. problems with unintended acceleration in some models long before taking action to correct them.

Triantafyllos has been tasked with speeding up safety-related discussions through Toyota in North America, improving the way Toyota addresses them and playing a “key role in decision-making with regard to recalls,” according to a statement released today by Toyota in Erlanger.

Handling complaints

During this month's Congressional hearings, Toyota was chided for the way North American safety complaints were handled. Senior Toyota officials acknowledged that all recall decisions were made in Japan and that U.S. executives had no authority to order recalls.

“The aim of our new quality task force is to assure that all of us in North America listen and respond to the voice of the customer,” Triantafyllos said in the statement. “My primary responsibility is to assure that we utilize all of the data at our disposal and that we promptly decide the appropriate action.”

St. Angelo met today with presidents from all of Toyota's North American vehicle and parts operations at Toyota's Georgetown, Ky., assembly plant, where he holds the additional title of president.

He will fly this weekend to Japan, where on March 30 Akio Toyoda will convene a newly created Special Committee for Global Quality. St. Angelo has been tapped to represent all North American quality improvements for the committee, which reports directly to Toyoda.

Toyoda's mandate

“The new organization will open the lines of communication globally and enable us to respond faster here in North America to any concerns about our vehicles,” St. Angelo said in the statement.

“In keeping with Akio Toyoda's mandate, North America will have greater autonomy and play a critical role in decision making on recalls and other safety issues.”

The company's Erlanger task force also will work with former U.S. Transportation Secretary Rodney Slater. Slater was asked this month to lead a separate and independent North American Quality Advisory Panel to advise St. Angelo and the Kentucky group on improvements. Slater and Toyota will appoint other members to the outside panel.

Fiat to pay Brazil $1.5M fine for failing to recall cars hit by alleged hub glitch

Brazil's Justice Ministry has fined Fiat S.p.A. 3 million reais ($1.5 million) for failing to recall thousands of Stilo cars built after 2004 despite an alleged rear-wheel hub problem.

In a statement published on its Web site late on Tuesday, the Justice Ministry said it had decided to impose the highest fine possible under the local consumer law "given that the producer denied the existence of the problem, putting consumers' health and safety at risk."

Fiat said in a statement it would recall the cars to allay consumers' concerns but would appeal against the ministry's decision since it had found no evidence of such a problem in the Stilo vehicles.

Fiat produced 60,000 Stilo cars in Brazil between 2004 and 2008. The Justice Ministry said in the statement the problem appeared not to concern Stilo cars with an anti-lock braking system.

Fiat produces about 700,000 cars a year in Brazil.

Toyota Recall - Frequently Asked Questions For Sticking Accelerator Pedal

Which models are affected by the recall/stop sale?

Toyota’s accelerator pedal recall and suspension of sales is confined to the following Toyota Division vehicles:

•Certain 2015-2010 RAV4,

•Certain 2015-2010 Corolla,

•2015-2010 Matrix,

•2005-2010 Avalon,

•Certain 2007-2010 Camry,

•Certain 2010 Highlander,

•2007-2010 Tundra,

•2015-2010 Sequoia

No Lexus Division or Scion vehicles are affected by these actions. Also not affected are Toyota Prius, Tacoma, Sienna, Venza, Solara, Yaris, 4Runner, FJ Cruiser, Land Cruiser, Highlander hybrids and Camry hybrids, which will remain for sale.

Further, Camry, RAV4, Corolla and Highlander vehicles with VINs that begin with "J" are not affected by the sticky accelerator pedal recall.

What is the condition that has prompted Toyota to take this action?

In rare instances, there is a possibility that certain accelerator pedal mechanisms may, mechanically stick in a partially depressed position or return slowly to the idle position.

What is the likelihood that my vehicle will experience this condition?

The condition is rare and does not occur suddenly. It can occur when the pedal mechanism becomes worn and, in certain conditions, the accelerator pedal may become harder to depress, slower to return or, in the worst case, stuck in a partially depressed position.

Are you continuing to investigate other models?

Toyota is confident that all models that contain the potentially sticking pedals have been identified.

Why has Toyota stopped selling the affected vehicles?

Until Toyota has finalized an appropriate remedy to address the potential for sticking accelerator pedals, a sales suspension is necessary.

How long will this stop sale be in effect?

New cars covered by this recall will not be delivered until a remedy is finalized and then implemented.

When do you expect to have a remedy?

Toyota is making every effort to remedy this situation for customers as quickly as possible.

What options are you exploring for a remedy?

Toyota is reviewing a number of different options, and the company hopes to announce a remedy soon.

What should I do if I believe my vehicle is affected by this condition, i.e. I have noticed that my accelerator pedal is hard to depress, slow to return or is unsmooth during operation. What should I do?

The vehicle should be driven to the nearest safe location, the engine shut off and a Toyota dealer contacted for assistance.

What if you experience a sticking accelerator pedal while driving?

Each circumstance may vary, and drivers must use their best judgment, but Toyota recommends taking one of the following actions:

• If you need to stop immediately, the vehicle can be controlled by stepping on the brake pedal with both feet using firm and steady pressure. Do not pump the brake pedal as it will deplete the vacuum utilized for the power brake assist.

• Shift the transmission gear selector to the Neutral (N) position and use the brakes to make a controlled stop at the side of the road and turn off the engine.

• If unable to put the vehicle in Neutral, turn the engine OFF. This will not cause loss of steering or braking control, but the power assist to these systems will be lost.

• If the vehicle is equipped with an Engine Start/Stop button, firmly and steadily push the button for at least three seconds to turn off the engine. Do NOT tap the Engine Start/Stop button.

• If the vehicle is equipped with a conventional key-ignition, turn the ignition key to the ACC position to turn off the engine. Do NOT remove the key from the ignition as this will lock the steering wheel.

If I am an owner of one of the affected vehicles, what action do I need to take?

Toyota is working quickly to prepare a correction remedy and will issue owner notifications in the future. No action is required at this time unless you feel you are experiencing this condition. If you are experiencing this condition, immediately contact your nearest Toyota Dealer for assistance.

Toyota stated that this did not affect new/low mileage vehicles, has the situation changed?

The law requires that the entire universe of new vehicles identified in the recall notice must be included in the stop sale.

Why are you stopping production at your factories?

Production is being stopped temporarily at five North American production facilities to assess and coordinate activities related to the recall announced on January 21.

What should I do if I still have questions or concerns?

If you still have questions or concerns that have not been addressed here, please contact the Toyota Customer Experience Center at 1-800-331-4331.

The Toyota Customer Experience Center hours are:

Mon - Fri, 5:00 am - 6:00 pm PST
